My father is in South Korea at the moment. He bought a $15 recharge pack. He was able to receive and send text messages from Australia for the first 2 days but is now only able to receive them but not send them.
He thought it may be cause he used up his $15 and so he recharged again but the problem still exists. What is the best way to diagnose the issue and fix it?
Check the number format. Possible he is trying to do it in the local Australian format, rather than the internationally used format. May also be how the contact person is listed in their phonebook.
When abroad, it must be in the E164 format, which in this case essentially replaces the leading "0" with "+61".
Example : Instead of 0412345678, he needs to send to +61412345678.
As a rule, I load all my contacts in that format, as it works worldwide (including within Australia) then.

Thanks for your response and suggestion. I asked my dad to check that the mobile numbers he's trying to send to has the international country code prepended and he said it does.
Is there perhaps something else that I could ask him to check?

There is nothing else I can think of.
IF he has credit available, has reception (roaming), and is sending it to the correct number/format - that all should work properly.

Data roaming is not needed for SMS (It is needed for MMS though).
Call/SMS roaming is enabled by default. If you have phone reception, then it is enabled.
