Trying TO add Phone to $60 Family Plan. WOnt activate :(

Recently I bought myself a new boost phone. I decided I wanted to add my daughter to my plan using my old boost phone (ZTE). It will not let me activate it that way. So I was going to add her to her own line then just merge our lines later. That also wouldn't work and it keeps telling me the same thing, that it can't activate the phone. How do I go about adding her to my plan with this phone. It's a boost phone and works perfect as up until a week ago I had used it for 2 years.
