Yes; no problem in using my Samsung S5 mini on Android 6.0.1. Should be Ok on all makes. Just remember to leave your incoming 'Mobile Data' on, when using Hotspot.
Also, consider the security of your devices: set up the security code from your phone onto your receiving device(s). Don't leave your system open!
While at home, I use 'USB Teathering' to my lap top instead [under same heading on Android - 'Teathering & Mobile Hotspot']. Less speed loss, I gather. Also, no security issues to watch out for.

If your plan is Anytime Plus the hotspot feature is disabled, meaning your phone cannot use the feature despite having the capability to do so. It is not part of the Anytime Plus plan. All other features are enabled though.
